Test requirements of AIS 142 (tyres) for BEE certification clarified

The Indian Ministry of Transport (Ministry of Road Transport and Highways – MoRTH) has on 28. June 2022 in Gazette Notification 479(E) updated the Central Motor Vehicle Rules (CMVR) applicable to certifications for automotive components (AIS, BIS, BEE) in that they now no longer refer to the examination requirements of the within the BIS Certification applicable IS 15636, but instead refer to the AIS 142 as part of the mandatory BEE Certification.

Specifically, with this change, the maturity tests Rolling resistance, Rolling noise emissions and Limits of wet grip have now been added to the mandatory tests for automotive tyres.

These changes were specifically made in Article 95, renaming the CMVR the Central Motor Vehicles (Tenth Amendment) Rules, 2022. While the amendments in the text of the CMVR are not scheduled to come into force until six months after the publication of the Gazette Notification, i.e. on 28 December 2022, specific effective dates have been provided for the test requirements themselves (which have, after all, been mentioned in AIS 142 for a long time):

This amendment provides clarity for manufacturers regarding the certification of their tyres. BIS certification for tyres has been mandatory since 2009, but the applicable IS 15636 did not include clear instructions on the above tests. The AIS 142 is more up to date and comparable to international standards, so it is easier for both authorities and manufacturers to refer to it directly.

A prerequisite for the BEE certification is the existence of a valid BIS certification according to the FMCS or also ISI scheme.
